Hello, I know that there have been previous discussions about how to Block All Websites Except One .However, that was on the computer and I was wondering whether you could do the same thing on a smartphone. Are there any smartphones which allow you to do this?

A couple of possibilities

There are a couple of easy options and one more challenging.

The easiest option would be to install a parental control app or an antivirus suite like Trend Micro Mobile Security & Antivirus. Most of the AV suites allow you to block websites.

The more challenging option would be to alter your phone's host list. This option, however, requires the phone be rooted. For this you'd have to use a file manager like ES File Explorer and then open the hosts file found in /system/etc/ and then add entries like:

“127.0.0.1 www.<blockedwebsite>.com”

Where blockedwebsite is the domain you want to block.

Since you probably don't want to root the device, look to TrendMicro https://play.google.com/store/apps/details?id=com.trendmicro.tmmspersonal or Kaspersky https://play.google.com/store/apps/details?id=com.kms.free
