There's a page called the Animated GIF Artists Guild at:
www.agag.com
They have instructions, samples and a forum to exchange ideas.

There's heaps of shareware and freeware available. Most just want you to put a series of bitmap files, made with MS paint or other bitmap editors, into them. Usually there are but a few options, like: should it loop or stop at the end? And how fast should the transition from one "frame" to another be? Try the obvious sites, like www.shareware.com.

Animated GIFs work just like the old "flip card animations" (and if you know what I mean by that, man are you ever old, too!).

You will need a series of images representing the animation, then you use any of several pieces of software to string them altogether. In general, this software will let you configure if this animation should loop, how long to pause between frames, etc.

You can use any of several freeware and shareware products. My personal preference is to use Paint Shop Pro for the individual frames, and this ships with Animation Shop, so I use that for creating the animated GIFs.

I also used tried out a freeware/shareware (forget which) product which was supposed to create Flash files, and could also save as animated GIF (which I personally prefer to Flash). The best thing about this was that you did not need all frames in the sequence. This product would create the transition frames. (However, it was overkill for my requirements, so I tossed it many months ago. Which is why I don't know its name. Sorry.)

I believe the program I was using was "Swish v1.5". V2.0 is available for download/trial from download.cnet.com.
