How to deny a workstation access to network if not on domain

I have a wise-crack that keeps on asigning static ip and installing software on workstation. How can I block this workstation from accessing any other workstation unless he is joined to the domain

Thank you for your reply. Link was helpfull but I neglected to inform about my server.
Running Win 2003 with XP Pro as workstations and I want to block one specific user from accessing any other workstation unless he is joined to the domain with the neccasary rights

don't know what your OSes are. is teh workstation xp? in that case, make the user a limited user and disable his access to change tcp/ip properties with group policy.

block a workstation from blocking another workstation? do you mean block this user from accessing any other workstation?

Thanks for the reply, Yes I ment that I want to block a user from accessing any other workstation unless he is joined to the domain and have the neccesary rights.
