How to find owhat startup programs can I disable safely in Windows 11?

there are some unnecessary startup programs that are slowing down my computer system and creating some sort of performance issues. I want to find out how I can disable such startup programs to boost back my system performance.

My PC isn’t like your PC so until you list out what yours has, no one can guess if it’s something you can consider getting rid of.
HOWEVER I continue to see folk trying very hard to speed up Windows 10 and 11 on HARD DISK DRIVES. It’s a dead end. Also, if the HDD is of the SMR technology, you have to wrong tech HDD. Replace the drive with either a CMR HDD or SSD.

No one else can tell what starting apps are needed other than you, really.
You should use the Windows Task Manager and open the Startup tab to see which apps start with Windows and from there, choose which ones to disable.
If you are unsure, you can also just try to disable some automatically starting apps from there and see what happens. Typically this is safe to do, as Windows itself doesn’t rely on any of these, so you are very unlikely to cause any system damage by just disabling automatically starting apps.

When you start your system, Windows loads all essential Services and apps that are configured to run on system startup. The Windows Services are an essential part of the Windows operating system and are required for the proper functioning of Windows OS. Apart from Services and some essential apps, there are some apps or programs that are not necessary to get launched on system startup. Such unnecessary startup programs also take your system resources which may result in performance issues. Hence, you should disable them.
Since there is no hard and fast rule in Windows 11/10 that lets you find out which startup programs you can disable safely, you have to make a decision on your own by viewing the list of startup programs.
To view the list of all startup programs in Windows 11/10, follow the below-listed instructions:
Open Windows 11/10 Settings.
Go to “Apps > Startup.”You will see the list of all startup apps there. Now, you can disable those startup apps which do not create any trouble after getting disabled. For example, in the above screenshot, startup apps like ETD Control Center, Java Update Scheduler, etc., can be disabled safely because they do not cause any impact on Windows 11/10 system. The Java Update Scheduler is an application that checks for Java updates. If you disable it, you have to check for Java updates manually. You can also disable Microsoft OneDrive as disabling it will not impact your system but your files will not sync automatically until you start OneDrive manually.
You can disable all the third-party startup apps safely like Steam, Telegram Desktop, Adobe Reader, etc. if you are facing performance issues on your system. If you do not know what is the use of a particular startup app or if you can disable it or not, you can search for the same on the internet.

Basically excepting your security software, you can safely disable most 3rd-party programs from the startup list. -

Disabling services frees up the resources being used in the background, allowing programs and services that you are currently using to benefit from the extra memory space. This is something that gamers often do, and that we regular folks can learn from.
The procedure for disabling a service is the same for all services. Here’s how you can disable a service:
Press Win + R to open the RUN box, type services.msc, and hit Enter.
This will open up the ‘Services’ window. Here, you will see a bunch of services, some of which may already be running in the background and some that are set to run when they are triggered.
Here, find the service that you want to disable and double-click on it. We’re using the ‘Connected User Experiences and Telemetry’ service as an example.
If it’s running, click on Stop.
Then click on the radio button next to ‘Startup type’ and select Manual from the drop-down list.
Click OK.
Your chosen service is now disabled.
