how to limit web browsing

I have a computer (Win XP Home and IE 7) that I’d like to limit Internet browing to only one site and its subpages, say www.techrepublic.com.

IE Content Advisor allows me to set a password to browse other sites and I’d like to know if there’s any other way. Can any other websites be directed to the homepage?
