how to lock down xp by user account

i need to set up some laptops for a school and i want to have one user account with administrative rights for teachers and one locked down for student use. i've heard about using active directory on xp. does anyone know how to do this or maybe a free or opensource program that allows me to do this

to configure security policies (secppol.msc)
for your users. Or, if you have a Windows 2003/2008 Server you can use AD (active directory) and use Group policies to lock down your user accounts. What is your current network environment? All Windows XP desktops? Do you have a Server?

i have dell power edge w/ server 2003 and xp desktops, but i'm having trouble logging into the domain from xp laptops through a wireless access point. i figured not logging them to the domain would be an easier way. i think it has something to do with the wifi card not connecting untill a user logs on
