What is to proper procedure to restore an Exchange 2000 Server and how can the restore process be tested since you cannot have two servers with the same name on the same domain.

This can be a long, complicated procedure that is not conducive to this forum for answering (if you are looking for a step-by-step). Restore of a server (disaster recovery usually spans an entire chapter (or more) in most references. A good place to start is the Exchange 2000 Reference Kit.
Two more references that I like are "Exchange 2000 Server 24seven" published by Sybex, and "Exchange 2000 Server OnSite" published by the Coriolis Group.
I'm not trying to put you off using this site to get answers to specific questions, but a question as complicated as yours won't get very thorough answers here (not enough space).
If you're asking for technical help, please be sure to include all your system info, including operating system, model number, and any other specifics related to the problem. Also please exercise your best judgment when posting in the forums--revealing personal information such as your e-mail address, telephone number, and address is not recommended.
