How to run an application as a service i

Greetings!

I want to run a server engine(Sybase apps)in Windows NT as a service but i dont know how, does a resourcekit can solve this??. Another thing is,
I want to restrict the changing of desktop wallpaper from the client PC which is a mixture of Windows NT and Windows 95/98. I already created a policy usng Poledit and it was a success, they can no longer change the Display setting, but the thing is, they can still change the wallpaper using Internet Explorer by “Set as wallpaper”. Do u think the solution for this is adding more templates to the Poledit?? I dont know where to find it.
