HowTo Manage mailing lists from Exchange

Hello:
Has anybody created a public mailing list using Exchange Public folders?
I want to make it easy for people to subscribe and provide a way to unsubscribe users from the list automatically, using I suppose rules, scripts and events.
How can I do this?
