I am getting an access denied error....

couple of questions...... I?m pretty much a nimrod when it comes to computer "speak"... so if you reply to this post, speak in total layman terms please.
First of all, I had to reformat my computer last week. With 2 teenagers, things were just going crazy and I eventually lost access to IE and my control panel. Nothing would fix either one of them. Any hoooo.... this error was actually taking place before I did the reformat. It started about 6 months before I reformatted. When I go to RUN and type in msconfig, when I access the start up tab and make changes there, once I click on apply, I get this error:
An access denied error was returned while attempting to change a service. You may need to log on using an administrator account to make specified changes

Problem is I have done just that. I've gone in through safe mode under the admin account and I still get that error. Any input would be appreciated.

My next problem is in outlook express. Almost every email that I receive says it has an attachment. I know it's just some stupid setting but I can't figure out which one it is so that I can change it. It's driving me nuts. All the settings are wacky and I can't get them back to defaults. I even tried uninstalling it and then reinstalling it. It was reinstalled with my messed up settings. I am the one who fiddled with the settings and got them all crazy, and yes, I am not playing with a full deck because for the life of me I can't remember what I messed with to change them. The attachment thing has been happening since right after the reformat, it's nothing that I changed in the settings. At least I don't think so. The icons and text on the taskbar etc ... those settings are my fault.
Anyway, I hope someone can help. Sorry if these are just lame questions. But it's been through forums like this one that I have learned what I do know. Just look at it as you are helping to educate another computer illiterate!!!

A few things...

Access denied messages usually only appear for only a few reasons. 1.) You don't have access. (not logged in as an administrator) 2.) If you are logged in as an administrator, the system has to protect certain things from being changed/altered. Thus a access denied message. There are ways around these messages, but they are complicated. What are you trying to change in msconfig?

Outlook Express, I do not use this program (I use the full version of Outlook), but try to see if that helps.

Also, make sure that your pc has all service packs and patches installed (make sure that you use/install Microsoft Update. Does you machine have antivirus software on it? if you don't have any. Viruses/malware can cause nasty things to happen. Also you want a personal firewall. ZoneAlarm is a good one
