I can see Image colors but not the true image.

When i log on to my Dell laptop i am unable to see a clear view of my desktop computer screen. The image is scattered. Like a puzzle dat is not fixed correctly. When i log on to my computer in safe mode. I am able to see everything so clearly. No lines everything is fine. Like a brand new working computer. I even went into control panal and change my image quality to low because i figured maybe it was too high. that did not fix the problem. can sum one please tell me what is wrong?

Try looking at the Video Drivers here

When you are in Safe Mode you are using the Default Windows Video Driver/s not the Hardware Drivers so it's either a failing Video Chip Set or the wrong driver loaded.

For the correct Video Driver go here to the Dell Web Site and enter the Service Tag Number and then download the suggested Video Driver.
