I Cannot Install Miscrosoft .NET Framework 1.1 Servive Pack

Everytime I try on windows updates, it says that the “some installations were not installed”. that is the only one available. under add/remove prog. i have .NET Framework 1.1, but shouldn’t this also install (service pack 1).
