i don’t want windows 7 to reboot after a power failure

I live in san antonio, tx. We have weather. Not much of a way to put it better. I have had times when i’ve seen my lights dim, the computer reboots, and 3 minutes later, the same thing happens. Since it’s possible for this to happen when i’m not home or asleep, this is a problem. I had my old computer which was running windows xp, set to not reboot after a power failure.

Currently i am running windows 7 home edition. Is there a setting i can use to prevent it? I want my computer to just turn off when the power fails. I want to be able to decide when it’s safe to turn it back on again.
