I have no option to open a file from a download in Internet Explorer

I have been doing research on this problem for about three weeks to no avail. I have a user that has to log onto a web site to retrieve data and in order to review it, she has to open it and it is a .zip file. Problem is, when she clicks on it to open, it only gives her the option to “Save” or “Cancel” no option to “Open”. WinZip is installed and associated with file type correctly. Browser is IE6, sp3 and I think this started after an update of some sort. Allow file download is enabled in security settings and I can go to other PC’s and open this file for review without it making me save it. OS is XP, SP3. I have tried setting the browser setting back to default with no luck either. My mind is tired…..help if anyone can. Probably a setting, possibly a registry setting, that needs fixing. I do not have to option to update to IE 7 because of company policy.
