– What issues exactly do you have running Linux from that usb drive?
– What exactly is on the medium that’s in that USB? How did you make it?
– Does it boot on another PC/laptop? If not, solve that first by making it bootable.
– Is the BIOS of your Chromebook set to boot from USB?
– What exactly do you mean with “download a VM”?
– What Chromebook exactly?

Few Chromebooks support a boot from a USB drive.

You may be far better off on a normal PC or be satisfied with running Linux apps if your Chromebook supports it.
