I try to boot i get a symble on moniter

when i try to boot or reboot with my daughters os
windows 95, all that happens is a symble on the
top left of the monitor. It is shaped like a 0
with a line protruding from it.and any buttons i
push on the keyboard,such as enter makes the same
symble under the one before it with an x between
them! whats that?
