I want to reassign an email address after I have purged it (exchange)

I am not an expert in exchange so I hope I can explain this correctly.

I had a user ask to setup a RSVP email so I setup a user account with an email of RSVP@company.com but after realized I should set it up in another way because this would use up an extra license.

I remember in the past I created a public folder and mail enabled it with an email address and it works great.

So I wanted to create the RSVP email in the same way. I deleted the RSVP user and then created the public folder called RSVP. I then mail enabled it with the email address. It let me add the same email address I used for the user account and it does accept email from internally but not an external email address (gmail, yahoo). I then looked at the mailboxes in system manager yesterday and the mailbox was still there, purge option was not available till today. I purged it today and I thought I would be able to get external email now but I am not able to.

Do I need to do anything different? Any guidance would be much appreciated. Thanks
