ie 6 language change & other question

In windows ME how do i change the common language of internet explorer to always be in arabic / arabic script both when browsing and when visiting web sites ??

I’ve been looking for the answer and haven’t been able to get one. Also in windows XP what is the file that you can copy off from the computer onto a floppy after you have legally registered XP and then if you have to re-install XP you just copy the file back on to the computer and it see’s itself as already been re-registered for proper use.
