IE 6.0 Encoding Settings

Having and issue with a user and IE6.0. Certain website needs Western European (Windows) encoding but consistently selected West. Euro (ISO) encoding which results in errors on the page. Is there a way to force encoding to always select WE(Win) setting? Thanks.
