IE and other programs are unable to connect to the internet

Does anyone know how to fix this problem? My Internet Explorer 7 and other programs that access the internet cannot connect to the internet but for some reason mozilla can.

Check the proxy server setting

If there is a bogus address to the proxy server, IE will display page cannot be found. Further, some other applications use the IE settings when trying to access the internet.
