Images not appearing correctly.

I am making a program and I have found good images to use in it. However, My program will only allow 16-color images. So what I tried to do is download the 256 color animated GIF's (of sonic, tails and knuckles) and then I tried to convert them into16 colors but the colors dont seem to turn out correctly. Is there a small application < 1MB that can do this well where I can still see the original colors? For example, I tried to convert a picture of DR.Robotnik to 16 colors. In the 256 color mode, I saw white. When I changed it to 16 color mode, I see gray. I should still see white. No, It isnt my monitor. No, it isnt a virus. What can I do to make images appear correctly in both modes?

You are getting the expected results when you cut back on colors. when you take a 256 color item down to 16 the 256 shades combine back to 16 so that you don't get the definition of that 256 colored image.

What you need to do is find some 16 color bit images that were orginally created as 16 color format.

This is stuff that I already know. I was unable to find 16-color version of the images I was looking for.

I don't know of any program that will do the job but what you could do if you're really determined is go into the file and change the colours to whatever is closest to acceptable quality for your purposes.
This would involve reading past the headerinfo and, firstly reading the existing colours to see what they are and replacing them with your new values, e.g. replacing grey with white, and writing back the values to a new file (including the header).
I found gif file structure info at http://kbt.narod.ru/docs/lgfp/ch11/11-01.html (beware of spaces in that) on a google.com search for ".gif file format".

Then the answer is no to your question - you will have to make your own pictures from scratch.
