Import a CSv file into GAL (Exchange 2K)

I have a list of external email ID which I would like to import to Exchange 2000 GAL. Is there way to do it?

I would like to be able to create a distribution list and send email a group of external email recipients. I have them added in the public folder but I cannot create a distribution list for a public folder.

There is a import/export tool in Microsoft Exchange Administrator Tools that should do the trick. For more info see the link below.

The simple explanation is the GAL is automatically created form AD. It will only list mail-enabled AD objects (such as users, groups, and contacts). In order to add external adresses to the GAL (which will enable you to create Distribution lists), you must create a Contact for each external addressee in AD Users and Computers. The Csvde utility mentioned in Answer 2 should allow you to do this.
