I need to changed the Windows98 such that when it installs it does not ask me for the serial number. Is there a file I must change i.e. like an an .ini file or any other file for that matter.

as far as i am aware u cannot install windows without the serial code - but if u do not have 1 u can normally pull 1 from the internet

Why do you "need" to change Win98 so that you're not prompted to enter a serial number? Call Bill Gates. I'm sure he'll be more than happy to help you out on this one. Or, if you know what you're doing, you can reverse engineer the software. Since it sounds like you don't have a clue, that'll probably never happen.

I believe that there are scripts in the FULL version of the "Windows 98 Resource Kit" for doing an unattended install.

You still need a valid product key, but you only set it up once in the script.

Remember, to be 'legal', you need either a site license, (I believe MS refers to this as 'volume' licensing) or a separate license for each PC.
