Insert ITEM in mail missing

We are useing OUTLOOK 2000 with Exchange.
When you reply on a mail and you go to “INSERT” and then under tools there must be a ITEM.On my PC and all the other users I support it is there but only on this one user’s PC it is not there.

I did a full install on Outlook.

Any help would be appreciated !!!!
