Inserting a photo in an Excel cell

I want to enter a photo inside an Excel cell for an address book. The photo needs to be inside the cell so that when I do a sort of the data the photos sort with the names and addresses.

This may be simple but I can't find a way to do it.

You can't put a photo in a cell, cells are for data only.
You can lock a photo to a cell, but it will not be "stored" in the cell, for later reference.

You can lock a picture to a specific cell. The picture itself is not a sortable item but it will stay with the respective row when you sort by say last name.

Might be easier to do in an access table rather then excel.
