I have a friend who I’m not blocked or restricted…they show 300 followers and 455 people they are following…why can only see like 100 of each when I scroll the list….after about 100 it just starts back over with the ones I’ve ready seen, thanks in advance

Reach out to Instagram support and ask your question there instead.

Don’t forget to tell them if you’re talking about their site, their Android app or their iOS app. Those are different things.

I have the same problem on my page; when I click on my followers I get a message Failed to fetch, I have been using this page to promote big brands for years.

That is different thing. You must follow Instagram rules/privacy policy.
There is not any friends restriction but you get help there.
