Windows is doing hardware detection at that point

This behavior can occur if Windows does not recognize or cannot configure the hardware in your computer.

On a Dell PC, the first thing to do is to make sure your BIOS is the most recent version.

You should disable any devices that are not required for setup, as something like the SD card reader could cause windows setup to fail.

Also depending on what came installed on the Dell

You may need to wipe the HDD first before proceeding with the Install. For this you can use either Boot & Nuke from DBam or Kill Disc.

Boot & Nuke does a better job but with SATA Drives it may be easier for you to use Kill Disc.

However as already mentioned if Windows can not identify the hardware which with Dell's isn't uncommon you need to Slipstream a Install Disc with the Dell Drivers. Most notable the SATA or Chip Set Drivers and to do this you need nLite available free here

Just don't forget to read the instructions available on the Web Site here

one diags, one recovery, one normal NTFS, and one media-player partition. That's enough to confuse most OS installers....
