installing software permissions

hi, i run a network of 170 pc’s. all operating w/ xp. My server is Windows 2000. I am trying to find out how to restrict my clients from installing software. For instance, whenever they load a CD into their computer, i want to have control ofwhat they load. If anyone can help me i’d greatly appreciate it. thanks
