Internet Access Restriction per site

I have one pc that I need to restrict access to certain sites but allow others. I am not sure what I can use to do this. If there is software or I have to install a firewall? I am running NT as my server and the pc is running Windows 2000.
I have a switch and I believe our interent service comes through our sister companies router.
