Internet Explorer: How do I make it so IE shortcuts...

How do I make it so IE shortcuts open in different IE windows? When clicking on the desktop icon with a window already open it takes control of that window. I'd like to stop that. Thanks

Open Internet Explorer
Click Tools | Internet Options... | and click Advanced tab
Place or Remove the checkmark next to [Reuse Windows for Launching Shortcuts]
Click [Apply] [OK]
