Are you getting pop-ups without your web browser open?

If so, they are coming through MSN messenger.

Otherwise, there are numerous 'freeware' pop-up stoppers that you can install.
Just search your favorite download site.
I recommend www.nonags.com

Also,
www.adsubtract.com
www.carpe-media.de
www.cexx.org
www.popupstopper.net

It wouldn't hurt to check you PC for Adware / spyware.
Many programs and websites install software that 'phones' home and selects adds to send to you.

Get AdAware from www.lavasoft.de

Another option, is to switch to the Mozilla web browser. www.mozilla.org
It is about 1/2 the size of the name brand browsers, and has built-in pop-up stopping.

For a messenger client, consider replacing MSN with Trillian from www.ceruleanstudios.com

Those pop ups you're getting with the browser closed have absolutely nothing to do with MSN messenger. They are coming through the messenger service which has nothing to do with instant messaging. You don't mention your OS but if it's Win2K or XP right click My Computer and select Manage. Open up services, find the Messenger service and either turn it off or disable it. As for pop-ups you get while browsing you might want to get a program like Pop-Up Stopper Pro to banish those pesky adds.
