intranet mail monitoring

running exchange sever5.5 on nt4 os. i can access, monitor and read inbound and outbound internet mail under imcdata archives, however i can’t seem to access local intranet mail .i tried using the
priv. edb file . is there a way to monitor inter office mail for size and content ? all work stations use outlook97,98,2000.
