Can you pls let me know are there any intranet building softwares which are not costly .

Number of users are around 250.

Sharepoint

Why don't you try Microsoft Sharepoint.
If you have 250+ users with User policies and access rights.
You can custom build your own work setup.

I know its not cheap but will help and security risk for your server.

to bad they all require you to lose the MS server products you spent money on.

but most GNU/Linux distros ship with the needed tools available for install.

Grab yourself a box, any box, even a P1 will work. Get yourself a copy of Apache, either for Windows or Linux. It's free so no worries there and supports as many connections as you want.
