I INSTALL MODEMS. WHAT DO YOU DO WHEN THE PC IS LEASING YOU A 169. IP ADRESS AND IT WONT RENEW EVEN WHEN YOU TRY TO RENEW IT AND REBOOT THE PC. THIS IS PRIMARILY FOR WINXP.

That is not really a lease - it is a default assignment when it cant get a lease it gives you that 169.254.xxx.xxx. This is a feature of XP that allows computers to still communicate internally if the DHCP server goes down. It is actually a sign for you to know that you are not getting an ip.

you would have to dial out to isp, then release and renew the ip.
it can't get an ip if it isn't connected.

tried that?
then the modem isn't locking in during the negotiation, and needs servicing.

Don't say what ISP connection you are trying to contact, cable modem needs to be power cycled if changing from Win 9X to XP. DSL need to login first, same with dialup.

And yes this is the wrong forum.

Try entering the address of the dhcp server in the network settings.
