In the terms of camera yes XR is better than iPhone xs max

The iPhone XR has greater battery life and comes in more colors than the other phones. It's also $250 cheaper in comparison. The iPhone XS, though, has a way better display and comes in two different sizes, including a large "Max" version.

All three models use the same A12 Bionic processor, and the iPhone XS versions have the same internal storage options of 64GB, or 512GB. The iPhone XR comes with either 64GB, or 256GB. There is a slight difference in the RAM both the XS and XS Max have 4GB, while the XR makes do with 3GB.

I own an iPhone XR and it is comparatively a very cheaper option as compared to iPhone Xs max.
iPhone Xr has a greater battery life as compared to XS Max and has more color variants
And i believe Xs max is very overly priced phone
Now coming to the technical aspects
The biggest difference between the XR and XS is the display. The iPhone XR comes with a 6.1-inch Liquid Retina LCD panel, while the XS uses Super Retina OLED tech. It’s also available in two sizes: 5.8-inch and 6.5-inch.

It’s clear if you’ve got the two phones side-by-side the OLED panel looks noticeably better. Colors on OLEDs are brighter and the contrast is better. HDR content also looks superior thanks to the ability of OLED to display perfect blacks. However, the Liquid Retina display is by no means terrible, even though the resolution 1792 x 828 is fairly low.

Thus if you are looking for saving money and using latest technology XR is a nice choice
