Is Symantec they way to go?

I have a harddrive and I need to move all the data and software from the current Harddrive to a larger hd. The current hard drive is just to full. My question is: Would symantec ghosting software do the job? This harddrive has very sensative data. I do not feel comfortable enough to just save all the files, data and then do a reinstall of the OS and all other software needed. I think I might just miss something. So, I would like to just ghost all the data and software to a larger hard drive. Will ghosting pick up software as well as data? Or is there a better way to go? This system is running win98se.
