I’ve written Android apps in the past and the answer is no.
Also, I don’t think this is a shortcoming in the Android OS. If you have possession of the Android or other device YOU OWN THAT DEVICE and are free to do with it as you wish.

1. What is “the user”?
2. What is “my apk”?
