Is there a way to limit creation or conversion of distribution groups

I have a large IT organization with hundreds of domain admins and occasionally groups are accidentially created as distribution groups or converted from Security groups to distribution groups. Exchange is not deployed in this enviroment. Is there way or tool to limit or disable distribution groups?
