IT Consulting Startup

I graduated college in Minnesota with a major in MIS and had to move to a remote island in the Pacific so that I can pay back my scholarship obligations. I like it here but would like to stay in the technology center of business. Right now I work in an auditing office for the Government but have also been doing some freelance contract work building simple databases for various organizations. I would like to start a business here cause there’s lots of potential and most businesses here including government offices are not as up to speed in forms of information technology as in the U.S. I was thinking of starting up a consulting business but I only have a BA in MIS. I would like to get certifications but all the testing centers closest to me would be in Japan or Australia. Any advice on starting a IT Consulting Business or should I postpone the idea till I can move out to get some certifications?
