Some people prefer Linux, other people prefer MacOS, and still other people prefer Windows. And from the last group not everybody likes Windows 11; some prefer Windows 10 above Windows 11.
Windows 11 certainly is a bad choice if your machine doesn’t support it.

That will depend on your target audience. While applications can be written for iOS or Android (to name the most common), each version requires its own coding which will change the appearance and how it works on each OS. I don’t think anyone can answer your question than you.
