Junk Mail in Admin Mailbox

My Exchange Admin mailbox keeps getting about 2000 e-mails a day that are undeliverable becoz the user does not have an account here or some other reasons…Is there a way to stop this to happen?
I am running exchange 5.5 on NT 4.0 with 800 mailboxes.
