lacking locally privileges

Hey Folks, I?m an off-site consultant/network Admin. Of a five user, win2000 small biz server. The company owner wants to make some changes on his desktop computer; however his OS, NT tells him that he doesn?t have the privileges to do this. On the server he is in the Admin. Group and looks the needed privileges to make changes in say outlook or outlook express. Any ideas on how I can grant either his machine locally, or on the server so that he can set-up rules in his mail program. Thanks
