DACL and SACL are subsets of ACL. They, along with Owner, are all statically held in the nTSecurityDescriptor attribute of each object.
All are configured on the folder or other object, not in AD or NTFS. Permissions can, in effect, be assigned in AD or the old NTDS only by adding users to groups.
