This task can be pretty easily achieved, simply by adding all the users to domain users group & removing them from all other groups with adminstrative privellages.
What about installing a printer after this? Or setting up Outlook? I have had problems when people do not at least have local admin, or if I change the policy to let them install device drivers in Local policy they can do all this, but they can also install junk as well. Gotta be a better solution...
In my experiences I installed all needed software on the desktop while the user had local admin privledges. After this I made them a restricted user on the local machine. If they needed to have something installed after this I would change them back to local admin only for the time that I was at the machine installing the software for them, after I was done I would switch them back to being a restricted user.
