Linked Excel tables to an Access report

In my excel ss, I have 2 or 3 rows of data that are almost the same, I need a report in Access that will check to see if the value in column A is the same in rows 1, 2, & 3, then it will first pull from row 1, then from row 2, and then from row 3.

Now, it just pulls from Row 1 for all 3 places that I want data.

I've heard it can be done.
