There are a few. The best is still writing your own rules by hand. But…there’s a good one (the best IMHO) for kde at http://www.linuxberg.com. it’s called kfirewall (it’s even a RPM binary if you don’t want to compile) . There are some others, just search the berg.

http://www.tectrip.net/arg/Fireman2.0.tar.gz
It was developed to be used with ipfwadm and icmpinfo. This manager is compatible with any Linux Kernel Version.http://people.redhat.com/harald/firewall-config/
firewall-config is a configuration tool for IP firewalls and masquerading for RedHat 6.1 and higher.http://home.nikocity.de/friedrichnet/Download.htm
This is an HTML based tool for the configuration of a firewall. It features automatic script-generation for IP-filtering commands (ipfwadm) on a firewall for multiple interfaces and any internet services. Visit the FCT Homepage for detailed setup instructions.Good luck.

The simples way to perform GUI-baed firewall management is through Linuxconf.
Download the latest version from http://www.solucorp.qc.ca.
The latest version include a module for firewall managemant, IP masquerading, and port redirection. It’s easy to configure user accounts through Linuxconf so that they can use Linxconf for management configuration, including setting up rules for ipchains.
Everything is done through a browser window, so remote administration is possible. If you have an old (486 and up) PC you’re not using, install linux and linuxconf on it, and let the other admins practice setting up firewalls, and configure ipchains on this box.
This is a cheap and easy way to provide training.http://www.linuxberg is a good source for firlewall packages.
click on Software –>X11–>firewall/security.-

If you don’t want to build your own, then go to http://www.netmax.com. It is an inexpensive gui firewall. A more powerful alternative, and priced to prove it, is http://www.progressive-systems.com firewall system.
