Loading Software in W2K Pro

I am having problems loading users software on our domain. I have users that would like to use there Palm III’s on there W2K Pro computers but I’m not able to load there software without logging on as Administrator. Once it is loaded under administrator the user can’t use the program (non administrator). Our domain is a NT 4.0 SP6 system with W2K pro clients.
