local user permissions in XP vs Windows 2000

I need to create a local user that has the ability to install software yet does not have the ability to reset their password.

I have tried this in XP and even though the user is in the ‘Administrators’ Group they cannot change their password – it works. In Windows 2000 however with the user setup exactly the same, the user is able to change their password. If I go back in and check the user’s profile the box for ‘user cannot change password’ is still checked.

Is this possible in Windows 2000, and if so, can someone please show how. Thank you,
