Local User Rights to Work Station

How can I give someone logging on to a domain power user rights to their own PC as they would have if they logged in locally to the pc? In other words if I was to log in to my pc locally and NOT the domain I can run programs that need to read from the registry but if I log on and choose the domain instead of locally to the pc I can NOT run these programs, it is as if I only have user rights.

Please HELP!!!
