Locking toolbar position in Office 2007?

When I start Outlook 2007, the McAfee toolbar (for instance) appears on a second row, below the standard toolbar. It can be moved to the right side of the same row that the standard toolbar occupies, but the next time I start Outlook, the McAfee toolbar is on the second line again. How to make toolbars stay where they are moved, from one app start to the next?

Outlook 2007 toolbar lock

Same thing also happens to me. Also adding a customized button does not save and Outlook often aborts after the button addition.
Also have Vista and McAfee.
